Endpoint availability probe

This host performs low-rate reachability checks against VPN endpoints that are listed in publicly published subscription feeds. The purpose is to determine whether an endpoint is still reachable, so that dead entries can be removed from our mobile applications.

• Connect-only: TCP connect, TLS handshake, and a single WebSocket upgrade request.
• No port sweeping, no vulnerability scanning, no payloads, no brute forcing.
• Each destination is contacted on one specific port only — the port published in the feed.
• Rate limited: maximum 8 concurrent connections, approximately 200 destinations per 30 minutes.
